Yup - been there before. Of course, all around this are many viaducts over nothing but parking. Amazing waste of $ to build these viaducts in the 1st place.
I don't agree. They were cheaper than depressed freeways & less disruptive than surface ones.
Earth embankments are cheaper than concrete and steel any day-not even considering maintenance. not even close

In Philly there are highways right through the city but their construction and continued existence has tended to be destructive
