...Amtrak was interested in rerouting its Vermonter service onto that line to reduce travel times (it had been taking a longer detour route)

To do so, the line needed fixing: better condition, signals improved, etc...Pan Am wasn't interested in upgrading track for their own sake

it's incredible to me that they're so obstinate about upgrading their own infrastructure even when someone else is footing the bill
