mainly bc current owners of most of it are unwilling to accommodate substantial improvements in passenger service even at no cost to them

Despite an extensive and very well-used railroad network in Japan, the vast majority of freight goes by sea or by truck...

Massachusetts is a long way from getting the sort of ridership that Japan gets, but we *are* better suited to passenger rail than freight...

...back in the 1890s, when American rail was in its heyday, New England was one of the only places w higher passenger revenue than freight!
