No, but I don't know of such situations in the US, either. I only know situations where the study was sandbagged to give a negative result.

That said, there was a study a few years ago warning against building new LGVs on the grounds that they'll underperform the old LGVs.

Seems like a no-brainer...next study will say that it takes more effort to get the apples at the top of the tree after the rest are picked
