W/o basic feasibility study, East-West rail isn't going to go anywhere. State wouldn't subsidize Amtrak for regular svc w/o hard analysis.

They could just buy some trains, relay double track & start running them. Like how hard is this concept, really? Use the MBTA cost model.

Actually, pay CSX to relay the double track, will cut the cost by 75% vs a contracted project.
