why are railways underutilized in a lot of places? seems like it'd be a no-brainer

Not cheaper--more lucrative. A well-used railroad makes a lot of money.

A 450 km hsr line between jedda-mecca-medina capable of 300km+ was just recently opened. Built by a Spanish consortium

iirc they had major issues with sand but it's still been built which is huge.
