The north of Hong Kong is pretty much under ten stories, they have residential areas too.
Yeah but that's still high density compared to detached suburban single use houses, having lived in both I can say it's very different.
I can't tell from the picture, but that still seems much more densely packed then the average suburb. Street view would be more useful.

That's a really nice example of an American suburb too, but I'd still call that sprawl and not the Japanese one.
