Cape Cod Canal needs over 100 feet of vertical clearance but is only 30-something feet deep...and they went with a rail *bridge?*

Also not *entirely* sure that a short tunnel under a shallow canal is more expensive than a raising bridge with 100+ foot clearance

ya sure...but sometimes the practical advantages of a tunnel are just impossible to ignore (see: Boston Harbor crossings, Blue Line)
