depends on the obstacle--disasters happen frequently enough and most are dealt with quickly, but in rural areas it can take much longer

JR Hokkaido, on Japan's emptiest island, has effectively shut down most of the Hidaka Line because they can't afford the repairs (iirc)

But a similar degree of flooding washed out the Fukuchiyama Line (near Osaka) a few years ago and was fixed within days
