Our freight rail network is the "best" on a national scale, not a local one--rail's mode share in freight in MA is as low as in Japan
Freight rail is very practical for cheap bulk goods being shipped overland--for other kinds of freight, trucks or ships are more useful
Moreover...crash safety doesn't make our freight system good (using bulkiness to minimize damage instead of signals = short term savings)
