The ADA mandates paratransit within 3/4 mi of bus stops. In Massachusetts, state law strengths this to the entire municipality.

So PVTA purposely has one peripheral stop per outlying town, so that the entire town will be covered by paratransit for local retirees...

This isn't systematic PVTA policy--it's the case in Ludlow, Granby, and recently (2014) East Longmeadow; other towns have proper bus access
