Way forward seems clear: use no-interest loans to modernize & establish solvency, revenue pays them off over next few decades

How does Japan charge by distance? Do you pay when you get off?
-
On buses, yeah, usually
-
What about trains? If they charge when you get on, is it honor system you get off when you say you will?
-
on trains you buy a ticket to a particular destination, pay accordingly, then *keep your ticket* during trip & use it to leave the station
-
so, if I buy a ticket that would only get me one stop, then ride ten stops, I'll get caught at the fare gates when I try to leave
-
on lines without fare gates at stations, the mechanism is similar to buses iirc
