Would traffic in NYC be much worse without the subway? I doubt it, simply because traffic is already close to saturation there--however...

Now, Honolulu's project may just be ill-conceived (and I have no doubt that the cost is wildly inflated, as is usually the case in USA)...

Cities have been forced to justify mass transit projects as "congestion reduction" to get funding. Some people end up believing the hype.

There can often be a demonstrable reduction in parallel road travel times before latent demand (and growth) comes along to refill.

It's very temporary, and still misses the point, which is: Mass transit allows your city to grow *despite* heavy traffic.
