...that the city's over-reliance on cars and highways (not making them too big etc, but failing to provide alternatives) is strangling it

You *want* volumes to be up--it means more people are finding a living in your city! But you don't want all that increase to happen on roads

Boston has considerable rail infrastructure, and past development is largely oriented around railways--officials should press this advantage
