I have to agree with him on that point; the underserved would be stuck with feeble new service unless existing is shored up first

I probably agree, though I wonder to what extent the reduced station congestion resulting from new lines helps existing line service.

Induced demand does mean cars off the street though, so there is that. Hard for me to be critical of a new line as long as it's busy.
