Also I'm pretty sure Chicago's line is entirely elevated,so its a lot easier to do repairs and harder to build new lines(city planning wise)

Other than that his only point is to focus on existing rather than new lines,which is easy for me to accede to but maybe not the underserved

I have to agree with him on that point; the underserved would be stuck with feeble new service unless existing is shored up first

I probably agree, though I wonder to what extent the reduced station congestion resulting from new lines helps existing line service.

Induced demand does mean cars off the street though, so there is that. Hard for me to be critical of a new line as long as it's busy.
