Exactly! A very hard problem. Perhaps really regular checks could solve it, but idk. Passengers are allowed to throw them out, but are shy

You can't count on passengers to do it, it isn't their job--it's like expecting shoppers to keep a grocery store's floors clean

I insist on regular checks--if that's too labor intensive, then drop the stupid POP system and install proper fare gates
