aha, my bad; paratransit = Uber but provided by the state, only for the elderly and disabled, pooling trips, and charging a flat rate

across the board it is a wildly expensive (average trip here costs $25 to provide but riders only pay $2.50) and impractical

People usually need to book at least 24 hours in advance, schedules are redrawn *every day* by a computer program, etc etc...
