What does it mean to be serious? I'm not willing to completely write off commuter rail as part of a well-thought-out long term strategy.

It's shorthand for "only useful to a small slice of the population" for me. There's a role, but in general we should aim for regional rail.

By that logic, small-city bus systems with three infrequent, circuitous routes are not serious.
