My view is that well-designed articulated trolleybuses are usually a better solution for passengers.

Yeah, well, that's the kind of thing you get when city planners decide they want passenger rail.

I think they should, which is why I insist on dedicated ROW, not "let's do the same thing we've been doing but with buses instead"

Where is this space coming from? Mid-road light rail might involve removing street parking. Are you just going thru existing buildings?

Depends on the city and the service, but ya I certainly wouldn't rule that out. Lots to be done utilizing existing rail ROWs first tho.
