sharing trackspace with cars doesn't disqualify them...even regular trains do that in Japan sometimes (see: Keihan lines in Otsu)
imo purely imo when a streetcar moves from dedicated to non-dedicated trackspace, it loses essential qualities of trainness
and yes, when it goes back to dedicated trackspace, it regains trainness
I like this take, bc dedicated ROW is essential for good service--but you'd also be surprised at how many street-running lines are exclusive
street-running + exclusive is fine, but it must require dedicated or specifically managed traffic management (like dedicated traffic lights)
We still have street running mainline railroads in the US, most famously the South Shore in Michigan City.
We also have median running mainline railways, like CSX straight down the Main Street in Ashland, VA.
