You sure it's not just a price thing? Usually you have bidding and maybe the Japanese made a lower bid. Anyway, many jap trains are German.

I'm pretty sure you understand the other part, even if the parts could be built by American companies they'll outsource to save money.

Hopefully that will change on a federal level with Trump but I doubt it on a municipal level since the mayors have contempt for America
