The seats are narrow, too, so a lot of the time one might prefer to stand than sit next to someone. But not much room for standees.
Lack of standing room is *exactly* why you don't arrange seats that way on short-range, high-use, high-freq trains--nobody wants a seatmate!
Gotta assume that if you're carrying large numbers of people, most of them will be standing!
