This is something I've argued for in the past. Flat rates encourage longer routes/trips (ie, higher maintenance costs), punishing short ones

So do paper tickets and POP.

get rid of the drivers/engineers too

Care to comment on how this applies to MTA in New York, who puts almost all track/car work on nights and weekends?

The MTA is not great at weekend service, but that's fundamentally a different problem than running trains once every 2 hours.

They do have similar root causes though – overstaffing of trains leads to high marginal costs of off-peak service, which leads to less...
-
I'm familiar with (and agree with) the overstaffing argument for commuter rail, but is there a good overview for the MTA?
-
They have driver + conductor, whereas most subways just have a driver
-
So for example, overnight, they end up running trains every 20 mins when they could run them every 10 at the same cost w/1-person train ops
