...dispersing commutershed of Dublin is neither a good idea nor a likely one. Cities only exist in the first place b/c cluster advantages

I agree. The DART can be improved. But, one can imagine the effect on Galway, Cork, and Belfast to be better connected to Dublin.

Definitely--I like what he proposes about linking the entire island up, and those cities will notice a difference for sure...

...but the overall dynamic of Dublin being the center of the country will be *reinforced,* not mitigated, by this change
