I am reasonably certain that basic income won't pan out, regardless of where it's attempted, but it'll be interesting to see how it happens

in the USA, right now? depends on the city...I think in most cases it's transfer payments instead of import replacement

Financially I think it would be feasible in a sort of near-post-scarcity world, but the effect it would have on people is the question.
