Loki's point re: small businesses and access to payment, production, distribution is CRUCIAL, but I must add caveat...
...viz, they have a higher *PROBABILITY* of such access, largely b/c they're more like to need it. They have no guarantee of it, tho.

Two obstacles to small businesses...either they can be geographically isolated, and thus lack the access they need...

...or they can be *specifically denied* access, as was the case for black and immigrant businesses in the USA post Civil War.

The latter arouses more outrage, but is also more easily mitigated--the city environment allows for many creative ways to get past obstacles

The former is easy to overlook, since there is no malice involved--it is also much harder to mitigate, as there are fewer economic options
