Step 2: classify the remaining 20% of land as "urbanization promotion area," where development and redevelopment is encouraged

Step 3: allow residential development pretty much everywhere in UPA except for exclusively industrial areas

Step 4: any business small enough to be part of someone's house (an office, a shop, etc) is to be permitted in otherwise residential areas

Step 5: any low-intensity land use (eg detached single family house) is permitted in high-intensity area, but not vice versa
