North-South connections in Boston must begin with Orange Line thru service onto Providence Line...it's already electrified...
Power systems are currently incompatible but new rolling stock on Orange Line could fix that easily. Next, electrify Haverhill Line.

-
Now you have all you need for through service from Haverhill to Providence and beyond...with that done, move on to other lines
-
Red Line should run through service onto Fitchburg and Old Colony Lines, Blue Line onto Newburyport/Rockport Lines...
-
Extend Blue Line Charles/MGH tunnel to Kendall and then to the Worcester Line via Grand Junction Line, then start thru service to Worcester
-
North Station to South Station tunnel should focus on linking Lowell Line with Franklin (via Fairmount) Line
-
The Green Line could run some through service towards Lowell as well, in this scheme.
