I don't know the date--but it makes perfect sense to do so, it prevents unexpected schedule interruptions

Well it still has lots of ungated crossings so they still have to deal with some. But gates are definitely a good thing.

Wondering if it had them back when it was part of much larger tram system, and if any other tram lines back then had them.

Arakawa line still exists b/c it was the only Toden line with much dedicated ROW -> maybe it always had gates?

Maybe but dedicated-ROW streetcars elsewhere in world, even major ones like LA Pacific Electric, almost never had gates?

Also first automatic crossing gates only developed in 1930s, before that needed an attendant

Hiroden Miyajima line in Hiroshima is similar. Part dedicated w/gates, part on-street. Similar to modern LRT.
