I would say the proximity of people is foremost. Proximity of buildings is a useful secondary characteristic.
living close to your job =/= downtown density tho downtown density is good for many reasons but it exacerbates commutes

no link in mind, u need not agree, just that downtown commercial density increases much faster than residential density

sure, don't disagree, but having dense apartment towers close to downtown is better for commutes than lots of SFD

theoretically yeah I just never see any examples of this IRL, despite plenty of cities w dense towers downtown
