I would say the proximity of people is foremost. Proximity of buildings is a useful secondary characteristic.

but the park acts as a separator of people too, which is the primary concern

also if you focus on people you can ask questions like how to design better towers. Like have public spaces.

I dunno man, Tokyo seems like it solves most city problems here: houses instead of towers, cheap rents, great transit
