"light rail" at best means "lightweight rail," it has no consistent meaning for standards of service/ROW

"streetcar" is a bit more specific as it indicates a ROW that's part of a mixed traffic street, but still doesn't...

...indicate whether or not that ROW is dedicated, which is the *only* important factor here
