On the Haverhill Line, for instance, the "local" portion is from Boston to Reading. Electrify that part, then interline w Orange Line subway
Boston's commuter rail lines already employ some degree of "local/express" service variation...local segments should be electrified first

Trains beginning at Haverhill could still terminate at North Station, but ones starting at Reading could thus go through downtown Boston

Fitchburg Line: electrify as far as South Acton first, and interline with Red Line. Why have one NS link when you can have many?
