commuter is a commendable goal but only in cities that aren't sprawling w/static population (would only increase rate)

"commuter" is the busiest sort of intercity travel, name is misleading b/c mostly not commuters

most won't forgo their cars for intercity (less traffic!) but will take commuter rail where it exists, even now
