first steps would have to be nuking (or at least adjusting) regulations which mandate sprawl--setbacks, parking minimums...

zoning reform would fall into that category too--and the various regulations we have from the FRA which make trains shitty

Does it make sense to start with intercity trains that compete with car and regional air and gradually add other services?
