It gets used maybe once or twice a month, and never during the day as far as I can tell.

If the line is underutilized it will - or should - be posted exempt. No?

If the line is so rarely used that it's not worth it to install crossing bells, then it's not worth it to stop every time

but alas, there are no exemptions provided, no matter how rarely the tracks are used

Talking about the exempt status that some crossings can be marked as on underutilized lines. I suspect it's busier than you know.
