I've talked before about standing at a train station and thinking about all the places you can go with one, two, etc connections...
12 trains per day is busy for a rural station--waiting time is likely an hour. 12 per hour is busy for an urban one--wait time 5 minutes.

3 trains per day is very quiet even for a rural station. 3 per hour (20 minute waits) is very quiet by urban standards.

Rural: - trains are rare - likely unattended - tranquil place - innocuous design - if there are shops, they're prob busier than the station

Urban: - trains constant - supervised; ticket barriers - busy place - central, eye-catching design - shops cater to station's business
