Since people do, in fact, come from distinct backgrounds/traditions, cosmopolitanism implies an overarching moral code which all can follow.

Consequently, urbanites--especially (but not exclusively) wealthy, internationally connected ones--are typically cosmopolitan.

The idea that travel turns people into cosmopolitans is erroneous because it puts the effect before the cause.

If you have a cosmopolitan mindset, you will be inclined to travel, to see more of the world and understand it better, by your own volition.

But if you do not have this mindset, travel--especially compulsory travel, as in the army etc--will not magically give it to you.
