One time a flight ran out of overhead space, a flight attendant started talking about how stuff needed to start going below because of "weight". In general, the type of people who boarded economy first had more and blatantly obviously large stuff.https://twitter.com/380kmh/status/1049696973929046017 …
I should note those experiences I've only had with american airlines. There wasn't a single time on Cathay Pacific where the overhead ever ran out. Then again, they also measured the stuff, and boarded back-to-front rather than at-random (reducing baggage placement "options").
Reminds me of the stuff on GM-Fremont vs NUMMI. "How is it that under GM the cars were crap but under Toyota the same people made the cars were the best in the world?" "Standardization and following rules." "Impossible. Japanese mysticism!"https://www.thisamericanlife.org/561/nummi-2015
