my point is that the decision structure of our government(s) tend to produce this result, but what some may not realize is that privatizing usually retains this decision structure which imo is why it often ends up worse

I like how you specifically avoided the Tokyo metro. Listen, I am a rail fan. I want more rail in the US. But this cherry-picking...it doesn't work. You can't compare a Tokyo-Kyoto route to a Atlanta-Miami route.
