that's not very short tbh; Tokyo's Yamanote Line is just about the busiest in the world and it uses 11-car single-level consists but for an answer: low ridership, I assume

I don't know their exact logic, but I know they employ the same dumb idea they use in England of charging more for seats as the train fills up
