        You can't guarantee that everyone behaves well--nobody can! All you can do is decide what your policy is regarding a) people who make messes and b) the messes themselves.

        Have the same problem in library world re: comfortable furniture and nice spaces. The trend of letting people do whatever they want is backing off a bit as the realization is setting in that a free for all permissive space makes it hostile for most.

        Black and Latinos ruin the subway, there. They’re rude, they smell and they litter when there’s a trash can in front of them. MTA needs to charge these people 10 dollars per ride and see what happens. Stepped in human pee and poo last night on the F, yeah it’s time..

        Has more to do with sanitation in general: It's hard to get microbes out of padding. It's stupendously easy to get them off plastic.

        Your reason strikes me as unlikely. Then again, I live in a locale w/ rain all winter & dripping coats & umbrellas & mildew. Granted, Pacific NW rain may be all but dried up by 2040. But we do have to recycle our own consumer plastic now; bus & train seats = a great place for it
