Silver Line doesn't have 2 minute headways and it definitely doesn't fill every bus--but supposing it did, 30 articulated buses per hour at capacity is just 3,600 people (assuming as many standees as seated passengers), aka 2~3 trains.https://twitter.com/Ted4P/status/1049660170228457472 …
Silver Line 1 to Logan Airport had fewer avg weekday boards on its entire route (6,001) than Airport Station alone on the Blue Line (7,429), despite offering a much more direct connection from South Station.

As for the waterfront itself--changing Route 4 from a commuting-hours-only bus route to a frequent all-day bus route would've provided the same level of service as the Silver Line but without the insane costs of the tunnel and stations.

Meanwhile, I maintain that the 133,000 daily riders of the commuter rail would've been better beneficiaries of the $822 million (current dollars) that ended up getting spent on a half-baked bus tunnel.

Are there more recent counts than the 2012 Blue Book? There's been 3msf of office opened after that with 5msf permitted
