What can realistically be done is increase rail's mode share in passenger traffic, reducing the mode share for private cars. This would have a larger impact on public safety & the environment than getting even more of our freight traffic onto trains, bc cars are so dominant.
So long as that wouldn't turn them into 5/6 day parcels, sure--it always comes back to "why aren't they doing this already?"

It would probably need a national HSR (or at least HrSR) network built mostly for passengers which accommodates express freight

Like in France, altho freight rail mode share there has been in steady decline since the 80s

The only freight on the LGVs though was La Poste, which has ceased.
