The operating costs would be lower, sure, but you could say the same about reverting all roads in the city to gravel: doesn't mean it's a great idea, and seriously burdens current users.

More to the point--there are already plenty of people who have no interest in turning WMATA around, and don't believe any such thing is possible. Not good to give them talking points, unless you're in this category yourself.
