What's particularly maddening about the "set transit prices based on what the poorest can pay" mentality is that there is ALWAYS SOMEONE POORER; I routinely see people who already get half price (due to age or disability) who need to ask other riders for a dime or quarter.

Those people would be much better off if they were just given a free monthly transit pass as a regular part of their state benefits! And of course doing so would end the perceived need to set transit prices artificially low.
