The majority of passenger railways in Japan make money, not just around Tokyo. Freight rail in Japan loses money, but in the USA it makes quite a lot of money. Do you need citations?

That wasn't what I claimed, 3/5 of the pass. companies are making money. Tokyo is just ideal for rail because population bigger than Canada.

taking your 3/5 at face value, it's incorrect to say "most rely on gov subsidies" but more than 3/5 are making money, and again, it's not limited to Tokyo

Outside Japan they don't make money as often (for a variety of reasons), but would be hard-pressed to call them failures, and it's nonsense to say people don't care about them. Think about Uber--loses a fuckton of money every quarter but it's hardly a failure & ppl love it
