the fact that people think "planning cities" is the default mode of urban development--as if this is sim city or some shit--is a real crisis in understanding how cities function and grow

Not necessarily, there is a lot to a city than urbanistic plan. Sorry if its not said so i english. Cities can and WILL fail due to a lot of other reasons
