the fact that people think "planning cities" is the default mode of urban development--as if this is sim city or some shit--is a real crisis in understanding how cities function and grow

you have got to understand that plans work in two ways: - the common way, in which a plan is IMPOSED onto a city that would otherwise do its own thing - the less common way, in which a new city is designed ex nihilo according to a plan which usually gets ignored after a decade
